Hacia una conceptualización de las políticas públicas

Abstract

This article attempts to give a panoramic view of the meaning of public policies with the purpose of analyzing its implementation as a process that must be integral. We will develop the three fundamental stages of any public policy: definition, implementation and evaluation along with models or divergent conceptions about them. The aim is to provide conceptual clarity on a subject that has been intensively discussed in the academic field, but distorted in the political field. In the latter, any action from government spheres is considered as «public policy». Throughout this paper, we assume a clear stance regarding them as a collaborative and participatory practice, and not just as a government issue.
