Abstract

This article analyzes the transformation of governance in the Capricorn Bioceanic Corridor following the participation of the Inter-American Development Bank (IDB). The study adopts a qualitative, documentary, descriptive, and analytical approach based on presidential statements, Working Group and Subnational Territories Forum records, Master Plan documents, and technical studies produced between 2019 and 2025. The results show that the IDB did not create the Corridor’s governance structure but joined a pre‑existing institutional architecture, contributing to the strengthening of technical, methodological, financial, and planning capacities. The Master Plan supported the systematization of demands, the definition of priorities, the production of diagnostics, and greater coordination among national, subnational, and local levels. However, the consolidation of this multilevel governance remains incomplete and depends on the implementation of proposed actions and the creation of permanent regional coordination mechanisms. Understanding the Bioceanic Corridor beyond its logistical dimension makes it possible to recognize it as a space of territorial governance, regional integration, and multilevel cooperation.
