El The Bioceanic Corridor: challenges and economic prospects for Paraguay as a logistics platform for regional integration, 2025
Abstract
This article examines, with 2025 as its reference year, the extent to which this infrastructure of the Caprocorn Bioceanic Corridor enables Paraguay to consolidate its position as a regional logistics hub or keeps it in the role of a transit territory. The analysis draws on four theoretical frameworks: the economics of landlockedness and transport costs, new economic geography applied to development corridors, regional integration theory, and the transaction‑cost approach applied to customs management. Drawing on a corpus of 32 documents comprising indexed literature, technical reports from multilateral development banks, tax legislation and official sectoral statistics, institutional projections were contrasted with the available empirical evidence. The main finding is an appreciable distance between the magnitudes handled by each type of source, partly attributable to the fact that they measure different objects. The economic return of the corridor appears to depend more on trade facilitation, on the tax regime under which investment is established and on the capacity of Paraguayan firms to join the service chain, than on the progress of the physical works.
